When Is a Water Tank Required in Los Angeles County?

A private fire suppression water storage tank is required when any of these conditions apply:

Inadequate Municipal Fire Flow
When the public water system cannot deliver the required fire flow (verified via Form 195/196 from LACFD), the deficiency must be resolved — typically with a private water storage tank.
No Public Water Utility or Hydrant System
Properties in unincorporated areas without municipal water service (common in hillside and canyon communities) must install a private water storage tank for fire suppression.
Fire Hazard Severity Zone Properties
Properties in any FHSZ face stricter fire flow requirements (1,250 GPM vs. 1,000 GPM outside zones). If the public system can't meet these elevated standards, a tank is required.
Post-2025 Fire Rebuilds
All rebuilds in the Palisades and Eaton fire areas must verify fire flow via Forms 195/196. Properties that can't meet current standards need supplemental water storage.
