Orange County's canyon communities — Santiago, Silverado, Trabuco, and Modjeska — face persistent wildfire risk with limited hydrant infrastructure. The Orange County Fire Authority (OCFA) enforces strict water supply standards, with the upcoming 2025 California Fire Code and WUI Code adoption expanding requirements further.

When Is a Water Tank Required in Orange County?

A private fire suppression water storage tank is required when any of these conditions apply:

No Water Purveyor or Domestic Water Only
If there is no municipal water system, or the water company provides domestic water only without a hydrant system, on-site water storage is required.
Water Purveyor Cannot Supply Required Fire Flow
When the water purveyor cannot deliver the minimum 1,000 GPM at 20 PSI residual pressure for the required duration, supplemental storage is needed.
Canyon Community Properties
Properties in Santiago, Silverado, Trabuco, and Modjeska Canyons — plus Midway City, Lemon Heights, and other areas — require a Residential Site Plan (PR160) with water availability form.
Hydrant Not Within Required Distance
When the water purveyor cannot provide a hydrant within the required distance from the structure, supplemental on-site storage via a Wharf Hydrant system is required.

Sprinkler credit of up to 50% may apply with AHJ approval.
